National Hydrocarbons Commission (CNH) awarded 16 blocks out of 35 blocks tendered in bid round 3.1. The biggest winner in this Round was Petróleos Mexicanos that won 4 areas as Operator and 3 more areas in Consortium (strategic alliances) with Total and Shell.
The areas offered by the CNH, -all of them in shallow waters in the Gulf of Mexico- are located in three regions: Burgos Basin, Tampico-Misantla and the Southeast Basin. The first two regions are mainly natural gas producing areas, so they were less favored; while the other 8 contractual areas of the Southeast Basin were all awarded, receiving an average of almost 4 bids per area. Three areas received multiple offers at the maximum allowed by the applicable tender rules (65% Government share in a Production Sharing Contract). According to the tender rules, the winners offered Signature Bonus for a sum exceeding US $ 124 million.
