We inform you that on July 8, 2020, the Ministry of Energy ("SENER") published in the Federal Official Gazette ("DOF") the Decree which approves the Energy Sector Program 2020-2024 (the "Decree"), on which we can highlight the following:

• The Decree contains the Energy Sector Program 2020-2024, which constitutes the planning instrument to guide different institutional programs, such as: (i) Special Program for Energy Transition, (ii) Program for Development of the National Electrical System, (iii) Program for Expansion and Modernization of Electrical Networks, (iv) National Refining Plan, (v) National Plan for Hydrocarbon Production, (vi) Business Plan of Petróleos Mexicanos (“PEMEX”) and of the Comisión Federal de Electricidad (“CFE”), among others of relevance.

• Likewise establishes actions that seek to strengthen Pemex to guarantee the State's leadership, security and sovereignty in the production and supply of hydrocarbons.

• Also provides plans to strengthen CFE to guarantee the State Rectory, and security and sovereignty in matters of electricity generation, transmission, distribution, commercialization and supply.
