Mr. Reyna is specialized in Energy Law for the development of integrated projects that include the design, start-up and operation of private port terminals specialized in hydrocarbons in national territory in the Ports of Lázaro Cárdenas, Michoacán and Tuxpan, Veracruz, as well as comprehensive consulting to national and foreign clients to obtain for transportation, storage, distribution, and marketing of hydrocarbons.

From 2016 to 2018 he carried out professional activities in Spain, the United Kingdom and the United States of America participating in contract negotiations for the development of energy infrastructure in Mexico, designing strategies for the conclusion of various contracts on behalf of international and national companies, as well as on behalf of Mexican port companies.

In Maritime Law , he has managed activities for companies such as DEEP OCEAN III AS, DEEP OCEAN DE MÉXICO, SAAM SMIT TOWAGE MEXICO, GRUPO BOLUDA (Compañía Marítima del Pacífico and Compañía Marítima Mexicana) MEDITERRANEAN SHIPPING COMPANY and BAJA FERRIES, to obtain permits and certificates of vessels, as well as procedures before the administrative authority in conflicts arising from maritime incidents. From 2012 to 2018 he represented these companies before the General Direction of Merchant Marine.

Additionally, he has represented port companies such as ICTSI (Contecon Manzanillo and Terminal Marítima de Tuxpan), Zeta Gas del Pacífico, Transunisa and Inmobiliaria Portuaria de Altamira, among others, before the General Ports Direction and the Mexican Integral Port Administrations in public tenders for the award of contracts for the partial assignment of rights and obligations and their administration,  tariff authorizations, negotiation of amending agreements.

He has participated as an advisor to various companies in public tenders, both under the Law on Acquisitions, Leases and Services of the Public Sector and under the Law on Public Works and Services, working from the private sector, as well as from the Public Sector as a member of the different Committees and Related Institutional Subcommittees.

In contentious matters, he is a specialist in trials in civil, commercial, and administrative matters, as well as in Juicio de Amparo proceedings on behalf of both particulars, and entities and dependencies of the federal public administration.

From 2018 to 2021 he served as Head of the Legal Affairs Unit of the National Center for Natural Gas Control and  from 2021 to 2022 as Legal Director of ProAgroindustria, S.A. de C.V., an affiliate company of Petróleos Mexicanos, participating in the latter as a member of the multidisciplinary group attached to the CEO of Petróleos Mexicanos.

He is a graduate of the Universidad Nacional Autónoma de México.
