Carlos A. Flores is a Partner at Rodríguez Dávalos Abogados. He specializes in consulting on regulatory, commercial, corporate, administrative and energy matters and his areas of focus are implementing projects regarding hydrocarbons (upstream, midstream and downstream) and electricity. He has served as a consultant on various bidding processes carried out by the Federal Electricity Commission and the, then, subsidiary agencies of Petróleos Mexicanos. He also participated in the negotiation of contracts arising from the same. He participated in the planning and development of the legal strategy of the first private petrochemical transmission pipeline in our country. He was also involved in the planning and development of the legal strategy for one of the most important gas system projects in our country: Los Ramones. He has participated in various processes of direct allocation carried out by the, then, subsidiary agencies of Petróleos Mexicanos (PEMEX) and has served as Outside Legal Counsel for the subsidiaries of Pemex-Gas and Petroquímica Básica (now Pemex Transformación Industrial) domiciled abroad.
During his prior experience, he was Assistant Manager of the Financial and Commercial Office of the Attorney General at PEMEX, Deputy Executive Director of Special Affairs at Banco Unión, S.A., Institución de Banca Múltiple and attorney at other legal firms.
He received his Law Degree at the Universidad Anáhuac and his Master of Law at the Law Center of the University of Houston, USA. He also earned a Diploma in Business Law taught by the Instituto Tecnológico Autónomo de México (ITAM).
He is member of the Association of International Petroleum Negotiators (AIPN) and Member of the Institute of Energy Law (IEL). He was Assistant Coordinator of the Committee on Energy Law of the Asociación Nacional de Abogados de Empresa, Colegio de Abogados A.C. (National Association of Corporate Attorneys of the Bar Association or ANADE) (2009-2010).
