RDA’s team of economists, engineers and consultants specialized in the energy sector are highly experienced in carrying out rigorous quantitative analysis, through developing mathematical, economic, financial, accounting and statistical analyses, with the objective of assisting applicants or permit holders to submit robust proposals regarding rates before the CRE.
The implementation of the Energy Reform has led to the creation of a new institutional and regulatory framework whose aim is to improve operations and competitiveness in the energy market. As a member of the OECD, Mexico has adopted the guidelines on Improving the Quality of Regulation. Regulators must now justify the benefits of the proposed regulations and regulated parties are given the opportunity to participate in the decision making process for issuing new regulations.

Regulatory Quality Processes
RDA offers services to regulators and/or regulated agents to navigate the processes for Improving the Quality of Regulations before the COFEMER, both for their approval and participation in the consultation process on new regulations.
Regulated Rates
Advising on the design of rates, considering our client’s short- and long-term objectives.
Creating business plans that include determination of the income requirements and rate design to obtain permits or within the five-year review processes.
Advising on the systematization and organization of accounting, financial and technical information required by the CRE for submitting reports.
Creation of demand and market studies related to the business plan and/or rate design.
Development of business plans using the Analytica platform, to be submitted to the CRE.
Design of tools to facilitate the quantification of deviations in costs and income regarding those authorized by the CRE in the business plans to support decision making.
Expert Appraisal
Preparation of expert evidence that must be provided by clients in the Amparo processes and other procedures against the regulatory body.
Support of the methodologies and techniques employed, as well as their analysis and counter arguments against other specialists’ findings.
