Raúl F. Romero is Partner at Rodríguez Dávalos Abogados. He specializes in legal and regulatory consulting for the implementation of hydrocarbons (upstream, midstream and downstream) and electricity projects. His experience includes participation in the development of projects related to the transmission, storage, distribution and sale of natural gas, liquefied natural gas, oil refined products and petrochemicals, as well as in the development of legal strategies and contract negotiations, and also in obtaining permits and providing legal consulting for daily project operations. He has drawn up and negotiated the contracts necessary for the development of hydrocarbons transmission and storage infrastructure both in Mexico and the United States and has negotiated various contracts for the sale of hydrocarbons in Mexico and abroad, including the first operational natural gas SWAP in Mexico. He has also consulted with various companies on projects related with the exploration and exploitation of hydrocarbons. At the same time, he has provided legal and regulatory counsel for the development of power generating projects, including drawing up and negotiating the corresponding contracts and securing the respective permits and authorizations.  Furthermore, he has advised various companies during the bidding processes of the Federal Electrical Commission, Pemex and the Government of the then Federal District, today Mexico City. 

He earned a Law Degree at Universidad Anáhuac and has earned  diplomas at the Instituto Tecnológico Autónomo de México (ITAM) and the Harvard Business School. 

He is a member of the Association of International Petroleum Negotiators (AIPN), the Institute Advisory Board of the Institute for Energy Law, as well as the "Asociación Nacional de Abogados de Empresa del Colegio de Abogados" (National Association of Corporate Attorneys of the Bar Association).
