Amanda Elisa Bado Serrano forms part of the economists' division at Rodríguez Dávalos Abogados. She is an expert in the analysis and design of business plans and rate proposals for the permit holders of regulated activities related to Hydrocarbons, Refined Products and Petrochemicals. She is in charge of providing advice to potential permit holders on the impact of the current regulatory framework on regulated activities and to perform an analysis on the impact of the new General Administrative Provisions on Hydrocarbons, Refined Products and Petrochemicals. She was recently involved in the project to obtain permits and rates for the ground storage and marine storage, as well as in the transmission systems with Pemex Logística determining the asset base for each of the permit holders, ensuring full compliance with the provisions and regulations of the regulatory authority and monitoring their financial viability.
Her prior work experience is as Deputy Director of Planning and Budget in the Ministry of Finance and Public Credit, focused on annual budgetary control. Previously she was the Assistant Director of Rate Analysis at the Energy Regulatory Commission (Comisión Reguladora de Energía, CRE). Carrying out assessments of Licensing and Five Year Reviews in the economic, financial and rates field submitted in the business plans of the companies of permit holders and applicants relating to the Transmission, Distribution and Storage of Natural Gas and LPG.
At Universidad Autónoma Metropolitana, she was a Consultant in Economic Analysis and a Regulatory Consultant, highlighting her participation in the project on the estimated efficiency factor (Factor X) of the Natural Gas rates for the National Pipeline System.
She received her degree in Economics and her Master's Degree in Economics at Universidad Autónoma Metropolitana.
